1) it's not always clear who's a lesbian and who isn't; how are you even going to enforce the rule that lesbians aren't allowed if you can't identify them?
2) some of the aggressive behaviour of men is said to be caused by testosterone of which women have less than men.
3) although there are exceptions, men also tend to be physically stronger than women, so it would typically be more viable for a man to rape a woman than it would be for a fellow woman.
