Nasty Girls promotions are by slot. You can't advance in rank if the slot isn't empty. So you have to wait for some old geezer to retire, quit, or die.
Though he should have been made a SPC at least. Probably caused minor trouble that kept him from being promoted but not enough for his unit to chapter him out.

In the reserve (might be different for NG) slots only mattered at E5 and above.
It's entirely possible to be a private for a long time. Fail PT you probably won't get promoted. Article or demotion can set you back.
Private to Specialist is all the same anyway pay bump is really the only thing that effects for the most part.
