I've always thought that if anyone as powerful as Superman showed up the governments of the world should probably think of them less like individuals and more like countries themselves
Someone like Superman is impossible to contain or combat by conventional means so you have to ask "Are we as a nation prepared to go to war with this superpower" if the answer is no then a treaty or non-aggression pact would be the best thing for everybody
