It has issues but it is the best that could have been hoped for in terms of it's overall design. It's open world yet the combat is not a disaster, in fact in terms of open world games it could be argued that TW3's combat is one of if not the best there is, especially for sword combat.
Then you have side quests that predictably can be reduced to a few basic templates given the sheer amount of them and building the world around them, yet they still offer just enough slight variations and have a high quality of writing and voice acting that prevents them from becoming boring.
There's very little glitches, a huge, detailed and beautiful world, (haven't finished it yet) the story so far is decent but the writing and dialogue is mostly great, the combat has issues but it's still good enough, really with all the compromises devs have to make they somehow managed to get the balance just right in order to make the game work, I don't agree that it's the best game of 2015 but it's the best game they could realistically make.

It's the best AAA title because it creates an experience a low budget game can't do but still has depth in the game. It's the Mad Max fury road of video games.
Seriously the game has the best and most consistent "cinematography" I have seen in video game cutscenes. Unlike most games like Uncharted where the flashy camera effects are used only on spectacle scenes. Witcher 3 has well thought out and well shot scenes in regular cutscenes where people just talk and manages to keep it up for dozens of hours. Not only that but the shots in the DLC are even better than the ones in the main game.
