Need access to neighbor's WiFi. Where can I download the software? Can I do it with a smartphone or do I need a pc?

So I was playing some game, come several hours, and then the screen suddenly glitched with pink pixely blocks randomly popping up, like a missingno. I immediately checked the inside of my pc and found the the graphics card is heating up like crazy, so I panicked and shut it off. I let it cool down for a while then turned it back on, and this happens.
I am still able to log in to my desktop, but it's somehow stuck to a lower resolution with the same screen tearing as pic related. Checking speccy, I noticed that the GPU's temp counter is missing, and the monitor has a refresh rate of 1 hz.
I've been able to play said game for a couple of days now, and this has never happened before.
What is happening and how big of a problem is this?

If you don't want to host it on your own computer, you need to either get a free webhosting service or a paid one.
Paid ones are GoDaddy and HostGator, both pretty famous, but expensive if you just want to host a silly test website.
000webhost is free, i've used it before myself. It lets you use basic stuff like PHP, MySql, etc nothing too fancy, but it's perfect for messing around.
However, if you copy the source code of other websites and use it as your own website, 000webhost WILL give you a warning once they notice (happened for me after 1 or 2 days) that they may shutdown your account or something.
TL;DR use 000webhost.
Buy a Raspberry Pi or other small computer and use it as a server at home.

if you're new to webdesign, you may not know that you can actually write a html file and then just open it in your own browser (Firefox, Chrome, Safari, whatever you use), and it will display the page without you having to host it on a server.
Of course, only YOU can see the webpage. But the point is that you would try and see if the webpage works prior to hosting it.
