Why is the extent of the AI in these games that gym leaders and elite four only restore their pokemon's health if it reaches near or at red? That's it. No other strategy whatsoever.

Because pokemon is a game with no mechanical skill aspect, only pure decision making. Aside from extremely sophisticated AI with fuzzy logic that could make guesses and predictions, pokemon's AI would be limited to two absolute states. Why are Nidoqueen and Nidorina infertile? They didn't change it when they overhauled the way Pokémon data structure is done in Gen 3, so it seems unlikely to be a glitch. Is it a reference to something that it is based on where it can only reproduce early in life?
