If Fairy-type existed in Gen 2, would Whitney have been a Normal-type Gym Leader, or a Fairy-type Gym Leader?

Miltank is her ace, so she'd be a Normal gym leader regardless.
Clefairy still fits as a cutemon so she'd still probably use it, or Jigglypuff instead if she really had to use all Normal mons.
