You have to remember it's the percentage so the number of the pops also affects. I noticed you have two Chink ports and Chinks are illiterate as hell and have huge numbers, they also probably drag you.
Also if this is HPM, you started as one of the Japanese minors. While player always rushes for education AI is retarded and never does that. So other Japanese states never got as high as they could got and that probably also helped in your low literacy

You shouldn't really be mobilizing that often unless if you know you'll lose if you don't. Some people like to build armies with everything except infantry and then fill them up with mobilized troops, although keep in mind mobilized infantry will always be weaker than infantry you build. Also, mobilization hurts your economy, and so relying on it for every war is a bad idea.

This is actually a major fault with Vicky.
During WWI for example, conscripts were actually trained - only Russia refused to train more than a handful of troops and it led to major issues.
In Vic 3 it should be an option of either just forcing them straight into the army for weaker units but much faster mobilization or longer and more expensive training them

That's because the percentage of literacy changed actually counts the whole country, while the literacy itself only counts the homeland. It's weird, but that's why your literacy rate on both screens are 12.8%.

I'm fairly certain the tooltip ends up being misleading - the number will show you how much of all your pops (colonial including) will increase literacy overall, but the literacy that matters will only count in non-colonial land.

Pretty much, education efficiency is calculated per provice. If Madrid has 4% intellectuals for the entirety of the game, it'll have max education efficiency (other than the tech and modifier boosts, of course) for the entirety of the game, even if the rest of the country's provinces (both in the mainland and in colonies) have 1% intellectuals.
The education efficiency you see in the tooltip is just the average of the entire country, which includes both pops and intellectual percentage for each province.

Only if you count save scumming as cheating, but the thing I was save scumming to avoid was bullshit, so I don't feel bad about doing it.
At the start of the game, I began to align myself to the Axis while increasing threat to my nearby neighbors like Canada, Mexico, UK, and so on. I remained on very friendly terms with the members of the Axis, trading a lot to certain countries like Japan.
Eventually, as I was waiting for my neutrality to lower and the threat of my neighbors to increase, I had the opportunity to declare war on Canada. So, I did. I wasn't a member of the Axis at the time, but this put me at war with the entire Allied faction anyway. Part of the reason I made this choice was because the UK on a couple occasions had started to influence my country to bring it into the allies, and that was stronger than my own progress to the Axis. They didn't do it for long before they gave up, but I wanted to make sure I could join keep making progress to the Axis.
While slowly making my way through Canada, some bullshit happened. Japan took a decision or had an event or something that put them at war with me and made me auto-join the Allies. So, I was allied with the UK and everyone else in a war against Japan while being at war with the UK and everyone else at the same time. Also, I had a strong relationship with Japan up to this point and was supplying them with a lot of resources, so I simply don't consider it reasonable for this to have happened.
This is where I began to savescum. This event didn't happen on any particular day, so I was able to slowly make my way through time by saving and reloading. Eventually, my alignment with the Axis grew high enough that I was able to join the faction, at which point the event would no longer trigger.

Alright lads I made the inital decision for the Illinois Confederation and a few other decisions that relate to their dissolution if some specific things happen. I'll make the rest of the civilization flavor decisions after I do some quick flavor for France
For France I want a day one event that pretty much asks the player how they want their France to work. They can choose to either stay as the French empire or to gradually release land that isn't related to the Rhineland, but when everything past the Rhine is returned, I want the player to have some events that pop up relating to immigration to the Rhineland area opening up with a French immigration program, and another that fortifies the border provinces. Both will be really simple to add, but should be fun for the player

In-universe, the Duchy of the Rhineland is a non-militarized zone inside Germany, ruled over by the Prince of France, but still a German-speaking territory with German officials and a German army. It's basically what the Rhineland was in our timeline, except overtly ruled over by a French monarch and used as a buffer zone.
Partly it's what >>143790104 said--to strike at France, you have to violate a "neutral" country--but it's also a buffer zone to be used to monitor German troop movements and to prevent German forces from immediately striking at French cities in the event of war. If a war were to happen, France could move forces into the Rhineland before Germany could move through the Rhineland into France, thereby protecting French sovereignty and her core territories.
Also, keep in mind, France has a much larger air force than Germany does. Germany has been in decline since the 1840s, and has been dismantled twice. I wasn't kidding when I said Hitler could barely raise an army.

It's hard to measure, so just use your common sense. Sphereing and allying Siam to later declare war against the Qing will obviously make them afraid of keeping your alliance, same goes to allying, say, Portugal while Spain is still a Great Power, then declaring war against a Spanish sphereling will already add the modifier, even if Spain didn't yet intervene, and so on. Not to mention the usual Great Wars and so on.

The Seven is optimal in Westeros. Knighthood is pretty cool and all the lords under the neck like you better. High Valyrian + The Seven is the best combo for a mediocre king.
All the other religions are just sad shit. If you're not roleplaying a reaver then there's zero reasons to swich to them.

I prefer the title leader system over the TAG system when it comes to how province rulership works, its more dynamic.
Not that you wont ever see a EU4 version of this mod, would be pretty easy to convert the files over considering how simple EU4 provinces are in comparison to CK2 ( Province history and a TAG leader vs. province, barony, dejure liege and the defacto owner. )
