To be honest I think Lucio is the better choice most of the time
I played a game as Mercy once and basically kept healing everyone and managed to win the match for us by reviving in overtime, but Lucio still got Gold Healing. I've never ever been beaten by a Mercy in healing as Lucio, even if most of the time I'm on speed boost instead of healing.
Although I guess those resurrects can come in handy.

Roadhog hook is hitscan. As long as his mouse was over your hitbox when he hit the button then you get hooked, regardless of whether you LoS him or fly away or whatever during the travel time.
