I've been fiddling with Oberon, capitalizing on his four's radiation/knockdown/blindness/period of immobilization for crowd control, and his two's buffs/debuff prevention. Overall I feel like it's the best way to run him since his damage potential feels kinda weak compared to others.

I don't get why people think Steel Charge is ever useful on frames like Valkyr or Excalibur. Obviously, it doesn't increase DPS at all. Corrosive Projection increases DPS. And Steel Charge isn't how you spell Corrosive Projection.
And there's no room for Streamline. You should be using this build, but with another Forma and Energy Conversion instead of Intensify. I haven't changed it myself yet because i'm lazy.
Fleeting can be swapped for Constitution if you like a bigger window for keeping Warcry up.
What would be the prime frame to be vaulted after Loki? I ask because the prime frame I want (Trinity) isn't dropping for shit (I still only have the chassis) and I want to work towards something else while I cool off a bit from this particular grind

As for what you should spend it on, well more slots is always a good idea. If you ever buy or trade for more platinum, I would recommend buying 1 color palette so your frames don't look like poopy butts, but other than that, just slots and trades. Never rush anything ever. Pull can be really great if there's a really annoying group of enemies that are overwhelming you with firepower. Cast that shit, and they're all fucked up.
Bullet Attractor isn't too useful, but can totally fuck enemies with crazy damage output, like Bombards or even most bosses. They simply cannot shoot you with this Ability, and they'll even damage themselves.
Shield Polarize is one of the strongest abilities in the game, in terms of raw damage. Although only affecting Corpus, it can easily clear entire rooms of all but the tankiest of enemies, while healing you and your allies' shields.
Crush is pretty bad, but if you build for it with its augment, it's actually fairly decent. It immobilizes enemies, scaling with duration, and applies a Corrosion status effect.

EOD Frame
1 - Deploy 1/2/3/4 miniature roller-like robots sticking to the target, inflicting Confusion, and detonating when their fuses expires in 4/6/8/10 seconds. Each robot will seek out a different enemy, but prioritize any in the aiming direction. Minirobots explode with 200/400/800/1000 Blast Damage, scaling with Power Strenth. Recasting causes any currently active minibots to remotely explode.
2 - Release 1/2/5/7 clouds of nanites which quickly seek out and disarm incoming enemy explosives. Each cloud can only disarm one enemy explosive. Nanites will remain in the airfor 5/8/11/14 seconds. Nanites can disarm Arc Traps too, but only if there are no immediate threats.
3 - Spawn a large Roller-like robot which can be remotely controlled by recasting the ability again once the machine spawns. Can leap at enemies for 100/200/300/400 Impact damage and self-destruct with 350/700/950/1300 Blast damage, both attacks scaling with Power Strength. . Rolling over Arc Traps will disarm them. Robot has 1000/2000/3000/4000 HP, and 100/150/200/250 Armor. Both stats scale with Warframe health and armor.
4 - Shields begin deteriorating on cast as radiation begins building up within the Warframe. When cast again, or when shields run out, energy is vented, an inital 1000 Blast damage burst and then 500/1000/1500 Radiation damage per second for 2/4/6 seconds. The percentage of your shields drained during the build-up directly increase the range of the explosion by the same percentage. Scales with Power Strength and Power Range.

Well for starters you are confused and I will explain why. The gold trim is PBR, DE's fancy acronym for metallic finishes that have existed for the better part of two decades. The 'gold' on your scarf is not a metallic finish so there is no shade that will ever change this. Secondly, Nyx is using the old metal finish that completely ignores lighting which is why it appears to glow in areas with little to no light. So even if your scarf had the necessary PBR material, it still wouldn't match because the Prime coating on Nyx is outdated.
Finally and to answer your question; No. You will never be able to make your scarf match the metal finish or vice versa. Someday down the line Nyx will get PBR and you will better be able to match the metal with a more appropriate scarf but until that day comes, enjoy your deep sense of upset.

No, that's not what I meant. The thing most people do not know about this game's crit system is that crit damage ALWAYS outweights crit chance. This, the crit multiplier, is what determines a good crit weapon. So if you think about doing "more crit", you always drop any unrelated mod for a crit damage mod until you have all in your build. Then you can think about putting in more crit chance.
Also, think more than twice before dropping damage. If you have only two ele mods don't drop them. You lose your "good" element and damage to multiply.
And yes, Tonkor is a crit weapon. Also, you already built it as a crit weapon. The first and (some would say) only thing you should have thought about dropping is firestorm.
