How about this as my take on the lore you made.
Their home planet was an abandoned terraforming project by NT for its strategic location against the Syndicate. The Syndie threat passed, and the planet's development scrapped.
All they could do in time was set down oxygen miners, make water sources, introduce wildlife and oxygen-using plants, and construct a military/research outpost. They couldn't create an electromagnetic field like on Terra to block harmful radstorms/EMPs in time. All the engineers and scientists were told to get the fuck out of dodge by corporate.
An electrical storm hit the NT base. The whole planet went dark. The flora and fauna adapted to low level environments. The combination of radstorms (rad immunity as a bonus?) and high levels of oxygen made the wildlife of the burgeoning planet grow immensely in size. Some even grew sentience.
Later, there was a salvage project to reclaim NT property to sweep the planet for anything valuable. Doom has a somewhat primitive inventory system which happens to allow for scripting to a pretty tolerable degree. There's been mods that add a proper RPG-like inventory with storage through plenty of autistic scripts.
I'm essentially saving most of the in-depth mob logic for later once the round mechanics and general station functionality are implemented, since it's probably the most in-depth part. There's already counters for various types of damage/conditions, though, and you can do neat interface effects like screwing with the player's vision and mouse/keyboard input.

Given that SS13 as it currently exists has been designed entirely around a top-down perspective, it's obvious that it's going to feel unnatural at first when you throw a third dimension in there.
If we have to be pedantic, Doom is technically a 2D engine. Most of the game logic is in two dimensions apart from the first person rendering, obviously. I do get people's skepticism, however, and that's also why a direct 1:1 port probably isn't exactly the right way to approach it. You have to take into consideration the strengths and weaknesses of the platform you're working on.
As to voxels, yes, when you add a third dimension to the gameplay it grows more complex, and multi-story stations, while a good concept, are probably something that's best saved for a game designed around them.
First person view is comfy, though.

I might actually try to do something like that, it's a good idea. I love the thought of xeno players scrambling around vents, although they could also be made spacious enough to accomodate players. There's two ways to do multi-story levels in Doom: one takes a lot of work and basically adds 3D floors at selected locations, the other is basically just teleporting actors into a seperate "vent-map", if you will.

I'll tell you the cold hard truth. /vg/ is based off a 3 year old code base while /tg/ is a stable code base that isn't based off of anything except the initial Goon leak. So /vg/ is based on three year old Bay, and /tg/ is based on rev 4407 or whatever. The coders on /vg/ don't port much of anything from Bay or /tg/ and /vg/ has significantly less coders. These coders rarely rehaul systems or add substantial content, focusing on tweaks and minor additions. 3 years have passed now and /tg/ has about 20 times the amount of content as /vg/ does. Not only that, but entire branches of the game code has been refactored or re-written to be more efficient without changing any functionality. So on /tg/ there are people who see something wrong with a game mode, and try to make it better. The telecrystal change is about a year old change, every single server except for /vg/ has made the change, but nobody on /vg/ cared to change it or update it. It was changed to give traitors a buff, allow them to diversify more. It literally would take only someone changing a few values in the code, but nobody has cared to do it (because the coders on /vg/ literally don't care). They want to add their meme code or minor change. And the times that people on /vg/ do commit to some grand change (the one time I can remember being Deity's cult refactor) the other servers port over the good features. This is something /vg/ doesn't do.
The only reason /vg/ is on Bay is because Pomf or some idiot a long time ago liked the medical system better. It would have been much easier to add a similar (NOT IDENTICAL) system to /tg/ code as an effort from /vg/ coders.
And really, code wise what has /vg/ done to differentiate itself from /tg/ or Bay? Not much at all. It's just /tg/ with a more annoying atmos system, a slightly more complex medical system, and less features.

/vg/ doesn't have quite a bit of features, playing on any server with /tg/ code will tell you this much. What I think the biggest issue for /vg/ is though that nobody actually tries to balance anything. Since I've last played, I believe it was still as easy for a random Scientist to dupe materials and break open advanced energy gun lock boxes about 20 minutes into the round. The second biggest issue would be the lack of substantial content. You still don't have functioning away missions, and are missing a lot of game modes. You can rationalize the absence of these features anyway you like, but nobody is buying that you simply don't want these things. First, you sound much too reasonable to be Sarca at first glance, I'm assuming you aren't actually him.
Second, improving the codebase at that scale would mean more actual coders working on a much more frequent basis. How many do we have now, not counting the codermins whose time actually coding is probably half of what it would be were they not admins? It's no wonder that they're shying away from big changes when they're barely even around to code at all. They can't even port because there aren't enough people who give enough fucks to do all the testing that a port would require.
(Plus, if the telecrystal thing was meant to buff traitors, then why did the emag's price double, among other things? There aren't even that many job-specific items in the list shown in the code, they're almost all weapons. That doesn't sound like diversification at all, just slightly different flavors of murderboning.)

There is no reason to hate rev, if your other problems were addressed it's a great game mode. The only reason you hate rev is because nobody plays Security or Heads and the rounds end quickly. On /vg/, Cult is magic rev that is incredibly one sided towards the Cult and it seems that every cult round I played there the Cult won. You seem to love it still though, I wonder why? All you would need to do is to:
a. Buff security
b. Nerf the crew
c. Get the admins in check so people (like me) who actually played Security, don't get banned for bullshit reasons, like I did.

How are they any more broken than advanced Eguns and Durands 30 minutes into the round? Have you visited them? These maps are all created from scratch, just as you say, about a few months ago. They are not the two year old maps littered with eswords and C4. You say that everyone will drop their job and go to the away mission? This isn't what happens. There are certain away missions loaded that are essentially designed to kill you (the emitter maze) and once you go through the gateway, you cannot come back until you have gotten to the end. There is no radio in the away missions so you cannot say "DON'T COME HERE! or HELP ME!". Lastly some of the novelty wears off if you go every round even with the standard 10 or so that are loaded. And it's perfect for antagging. You're in unfamiliar territory with a handful of other people on station with no radio. Some of the greatest antagging I've done was luring my target into an away mission and striking when they are most vulnerable. The away missions are fine. That isn't even close to what I meant. For a start, the emitter maze would be literally impossible since emitters work differently from how they did when it was first made.

If they had been in a state where they could be implemented, they would have been implemented by now. If that's not the case, then there is no need to have them removed so long as precautions against everyone doing away missions are taken.
And nobody on this server as far as I can see gives a flying fuck about adventure if it doesn't promise valuable loot, valids, or both. Why should they waste their time navigating deathtraps to MAYBE get something that would be little more than a trophy? If you're going to have high risk in these missions, you also need high reward, and not something nebulous like "the thrill of discovery". It solves the problem of everyone rushing to do them all right, but then you have the opposite issue of people doing them once for the novelty and never touching them again.
As for AEGs and Durands being spammable early in the round, the fix is simple. Jack up material cost so high that they literally cannot be made without major investments, and make it so destroying lockboxes with AEDs or weapons fire destroys their contents instead of opening them. At the very least, AEGs should have a price somewhat more similar to the Gravity Well Gun and take as much time for the protolathe to make too.

There is one properly cycling airlock on Box station, and it's on the research station, because it's low traffic enough that people either find their own way around it or just don't bother complaining about it. There was one on the mining station but because of the events it was used under (High traffic, could be running from mobs) it was changed because it just slowed everybody down.
Been on different servers with cycling airlocks on places like escape, and this got more people killed because they had to wait for some daft sod who pressed the button early to go through, while everyone else are all stuck behind a bolted door getting torn apart by whatever they were running from.

We have lots of unused items and with the way DML is, things like vicious corgi grenades are a few lines of code away from existing.
Factions were just a tiny example of the vast amount of .dm files that sit unused and bloat up the codebase. There's a shitton of commented out and unincluded features that are in perfectly working order, but were removed because it didn't fit a coder's vision.

Hieng isn't an element. Plasma is. Hieng is a subatomic particle with no charge, and takes the place of neutrons in a plasma atom.
Plasma has a lot of special reactions due to this particle. The most relevant of which is when heated to 400c and introduced to oxygen, the plasma interacts with the oxygen, and sucks everything in a 1mx1m radius into another dimension.

The idea was always to use simple placeholder overlays for testing and figuring out what shapes fit each type of helmet, thenbegging for spriters to helppatching something more functional together that suits. The engine allows checking for different inventory items, actor variables, and so on, as well as display them on the run, which is neat.

I'm not quite sure about how I'm gonna handle the advanced mob to mob interactions yet, since some of them are quite indepth, but if I can get the script working for that, there'll likely just be a give weapon/give item hotkey which works with the currently selected weapon or item. Ling stings can be implemented as a single weapon with alt-fire modes, either through a menu or cycling.

You can script custom interfaces with a bit of effort. Keyboard-controlled menus are simple to implement, while an actual window system is possible but takes more effort. I'm probably going to do the former until there's something that explicitly requires mouse navigation.
Let's take a vending machine for example. Up and down movement to pick product, right or fire to purchase. Alternatively, for a security camera console, up and down could select departments with a dynamic dropdown menu to the right listing the specific cameras, left and right switching between department and camera selection. I hope that makes sense.
I'd recommend some WADs that implement good interfaces but that'd be more of a /vr/ discussion, I think.

Stuns should be minimal as fuck.
Knockouts should be removed entirely.
Tasers/other stuns should reduce runspeed to the point where an officer can cuff a perp and they are moving too slow to run away, but they can still fight back.
That should make the combat a lot less awful, IMO.

How about making taser electrodes lose potency the further they travel, up to a maximum range? Close range tasing will fuck you up, long range tasing is just a mild buzz.
The Build-style cameras are built into the source port I'm using as a default feature. They basically function exactly the same way as in Duke3D. And yeah, you can also render camera vision to textures at runtime, which means that you could have thunderdome matches being displayed on an in-game monitor if you want. Just a thought.definitely on the todo list

I've messed around with creating custom armor before with varying results, like powered armor that can absorb electricity to regain charge and shit like that. You'd want to get away from the system entirely. It's not very fun and not terribly realistic. It exists as it does because of the limitations of a top down game. Tasers and stuns in general shouldn't prevent you from fighting back, only handcuffs and death should do that. Keeps the combat robust and fun and not just a contest to see who gets stunned first.
One of the goals of this port should be a shift away from reliance on RNG and more on skill. Not to get rid of RNG entirely, but stuns are pretty much why combat in the game fucking sucks. Maybe have passing out from pain (counterable by stims?) but otherwise keep that kind of shit to a minimum.

I actually haven't tested that, although the syntax for the function wants map lines, so I'm not sure it could be done as a HUD feature, but it's worth checking out.
Coop spying (seeing friendly players' screens) has been a thing forever, but I'm not sure if you could make it restricted to certain teams (it already works fine in teamgames, but you don't want all players to have magic psy-vision), since it'd pretty obviously break the feature if you could just cycle through everybody's view.
As for combat, I pretty much agree with all of it. Mind you, I think minor RNG is fine when it comes to stuff like damage and recoil calculation (think single digits), but outside of that, I want people to actually be robust instead of seeing who can exploit the most "features".
