Even through Scat's attk is fairly low, you have to remember Drake has even less attk and HP but is still considered one of the better 5*s due to her skills and attack animations. We just have to wait and see.

That's how Fate works, having a decent master effects your stats and abilities a lot, while having a shit master effects you a lot as well.
Just look at Saber in Fate route.
Fate works on a fairly balanced scale, where its not just "Well you're Heracles so you automatically win no matter what, no chance ever for anything else". In Fate you have minor legends or non fighters in life, who are buffed by their legends from life to become something more in death to now be able to compete with people who were legends in life. You have a lot of factors like master ability, where you're summoned, etc.
Its not the system you want, its not just "Well you're Heracles so you win always always" or "Yeah, you're King Arthur so you auto-win".
A nameless Japanese swordsman in F/SN was able to repel Saber because of situational differences, that should already tell you how it can work.
Because when both of them are summoned, they have equal rank as heroes in a sense. They're both legends, so its not just auto-win. Yeah the factors that make things up do make a difference, its not lopsided whatever.
Heracles summoned by a shit level master might lost to Achilles summoned by a top tier master.
