Well, you see, steam doesn't just have games. They have movies, software and other utilities to download for your computer, however, all of these titles are listed as games as an earlier Anon pointed out.
Literally anything that has feedback from any action digitally is considered a videogame by the archaic definitions. This doesn't mean there isn't plenty of VN's with gameplay, however, just clicking an option once every few hours (in my opinion) doesn't make a game.
Though, the argument stems from there being no modern definition of what is and isn't games, most "walking simulators" also get this same treatment, because they strip all but the visuals and let you coast around finding shit.
Visual Novels are not games but are considered them by information that was made before even DOOM was out.
