Why can't Western developers get atmosphere right?
I think it's this: Western developers are mostly hiring people who come out of nice looking first-world urbanized areas, like suburbs and whatnot. Atmospheric games often take place in foreign or run-down areas that they don't have any personal experience with. Meanwhile, slav developers (like you posted) literally live in the run-down shit holes you play in their games.

Like the Wii U version of Wind Waker, the HD version utilizes the same/similar models, but increase the resolution of the textures.
Also, look at it in motion side by side, it looks 100x better. I also thought it looked pretty bad when they showed it off, but honestly it's an improvement.
