It's also a sixth of the price. If Undertale was full price, you would see 4s and 3s everywhere.
He's got a point, you do need an expensive pc to max out FO4. However the game still looks like shit, and users with a high-end pc would likely be more critical of a garbage AAA release.

You can play shitty minecraft & flappy bird clones, unstable emulators with 20fps most of the time (unless you're on n3DS) and install steven universe and mlp themes, but the most fun part comes from the rage you get looking at the GBAtemp kids and the moralfags.
