How in God's name did he travel from the West Coast to the East Coast?

West Coast and East Coast should be totally seperate, nobody on the East Coast should know what the fuck the NCR is apart from older members of the Brotherhood or Scribes, and nobody on the West Coast should know about the Institue or Synths other than House.
