You can get PSPs really cheap these days, and they're super easy to CFW and pirate all the games. You can get a 32GB memory card and an adaptor then you're all set.
As for games, there's plenty.
Also, remember that PPSSPP exists and still works well on toasters. So try that.
As far as I know, that can be an emulator monster. I think it even plays PS1 games natively (maybe that's the Vita).
I'd recommend it for the controls.

How many of the level 4 merchants have you found so far?
I've only found the Vault Tec Rep and the actress for the clothes emporium.
Been playing like 150 hours so far and haven't seen a single one of the random encounter merchants yet, which is a shame. Really want the weapons guy.

I've just got SR4 in the latest steam sale and I've been enjoying it a lot. Fuck the insurance fraud minigame though, I never got the hang of it even after 3 games.
