What's the deal with playing game boy games on a hacked 3ds - do you use some unofficial glitchy emulator, or do you somehow have access to Nintendo's perfect emulation?
Why did Nintendo not make something similar to the GBA Player for the 3DS and Wii U? The dual screens would've worked perfectly.

Alpha Protocol is one of the most reactive games ever made, you can't just watch everything on Youtube.
Can't say about builds since gameplay is meh and stealth+pistols are just that good but you can definitely try rookie playthrough. It gives you more dialogue options and it unlocks a professional background which gives you even more options.

last time i played was a few years ago but iirc you should definitely try the NG+ exclusive class or whatever, make some different choices and whatnot, outside of the in-game consequences I think there were about half a dozen different endings(but don't quote me on it)

Why is the PVP so fucking dysfunctional? Every single one has notable desync that ruins the entire experience. Can't even git gud in PVP because of it.
