He was, yes. The writers wanted to really build up to that, which was why it wasn't introduced until later in the series. Hell, the producers were like "FUCKING FIX THIS CHARACTER NOBODY LIKES HIM" but they were all "LOOK, DAWG, WE GOT A PLAN. WE GOT THIS."

His personality and reactions to situations was fundamentally the same, except, now, he can calculate the square root of Pi with only 2 hours of sleep or something of that nature.
The character wasn't bad, but, to be perfectly frank, it was acted somewhat poorly.
I don't think he's a bad actor I just found that scenes where there wasn't a sombre or placid tone to be way too upbeat for his demeanor.
I like Sid but Bashir was just a bit too "enh" for my tastes.

Janeway, I dedicate this thread to you, I hate you more than the new Star Trek movies. I hate you more than Star Trek Generations. Even Nemesis was better than you. The whole series was predicated on your shitty decision to get trapped in the Delta Quandrant.
Why did she get stuck in the Delta Quandrant? Well her shitty stupid reason was "We never asked to get involved... but we are..." Bullshit! You had every opportunity to not get yourself stuck in the Delta Quandrant because you had the Opportunity to use the Caretaker's Array to get you and your crew home, but you were so afraid of the Kayzon using it so you destroyed it! What a dumb bitch /tv/! I mean if Janeway was so worried about those fucking Rastafarian looking savage aliens using it, she could have sent some remote triggered photon torpedoes to the Array and detonated them AFTER Voyager comes back home! "But WINdependence?!" you ask, "What if the Kayzon DISARM DA BOMBS?" Well, if you have to ask that question you are as stupid a bitch as Captain Janeway. The Kayzon are incompetant savages who don't know how to do shit. It's demonstrated in the show. They could even use the Array in the first place.
What's worse is that Janeway violated THE PRIME DIRECTIVE by destroying the Array and getting her crew lost in the Delta Quandrant. Sisko would never do that. Picard would never do that. Kirk would never do that. But Janeway did. Then at the end of the series, she time travels to undo the deaths she caused, which goes to show you how much of a shitty leader she is. If she was leadership material, she would mentally prepared for the consequences of her decisions. Janeway is a prime indicator of what will happen to the USA if we let Hillary be president.
