I could try to respond to all of your specific questions, but it basically comes down to this - yes, pitches are almost always shit all the time in LLM, at least in rainy climates.
I haven't paid a ton of attention to it how it works exactly, but I'm guessing it's because you play a lot of games and you don't spend very much on groundskeeping at that level

While you're a shit team yes because you probably train on it rather than having a seperate training set up (maybe not but that is typical of lower league sides) so that will make it worse and also you won't be spending much maintaining your pitch because nobody does at that level. in my experience even Attacking tends to backfire. I used it thinking that it'd mean more goals but it ended up causing rivals to sit deep and defend so I could never find spaces. Overload is suicidal if your rival has any player with Pace above 16.
In my experience Control and Counter are usually the best ways to score many goals. But I've always been quite shit tactically so I'm sure others may have other experiences

Overload is obviously a last minute goal chasing tactic, but even attack is only situationally useful imo.
think about what attacking is used to be, read the instructions, check the sliders and you'll see that attacking means that you exert constant pressure, push up high, play fast football and just overpowere the opponent's defence. think of the Bayern vs Juventus game in the second leg, that's what I'd call "attacking" in FM terms.
You can only do that well if you are the much, much better side, if you can dominate possesion because your players are much more skilled than theirs, and if you want to put the defenders under pressure as often as possible.
this can work very well if you are barca, real or bayern tier and want to trash a literal who or if you are chasing a goal in the second half or something, but it is risky as a starting tactic because you need to be able to do what the tactic is trying to accomplish - this tactic wants a lot of possession in the opponents half and wants to have players that can create chances. if you are not able to provide that then you'll have a tactic that makes your players run up the pitch all the time, losing the ball, getting countered and losing.
I bet there are some meme tactics that are tailored around making attacking work, but why bother? as long as you're not one of the top 5 teams in the planet I'd do my regular tactic on control, have one tactic on the side for attack.

I want to add something to this actually. Don't go overload if you are chasing a goal but are a shit team. It will not work. Most of the time you'll worsen your chance to get a goal because your team is forced to play faster, but they dont have the technique/decisionmaking/ability to play as fast, so they'll give up possession without even getting off a shot. And of course your chance of conceding goes up as well.

I think they usually name the specific player they want signed. often it's someone useless and way too expensive for your budget
if you make that promise and don't bring that specific player in, the guy will almost certainly demand a transfer

You should definitely update the drivers an thing. I would also recommend if it's a Toshiba or something to just install a new OS on it, you can use the key that's stickered on your laptop and download Windows from the internet. Some companies put tons of bloatware and crap on your laptop and you're much better off with a clean install. Then update all your drivers, especially GFX drivers.
