The longer the fight lasts, the more likely you are to suffer some random injury.
Any punch that lands awkwardly could break your hand, any kick that lands awkwardly could break your foot, and then you're suddenly in a much different fight. If a fighter is attempting to to advance position and is being blocked that's fine imo. As long as the attempt is there it's not stalling.
But you should still be attempting to move on from half guard, throw strikes, and attemp submissions.
The problem is taking half guard then laying there and doing nothing more than preventing your opponent from standing. Shields and Fitch were notorious for this. THAT should be penalized.

I agree with you, but I don't think that would really solve the problem. Most fighters do attempt to advance, and it's when the advance is defended for longer periods of time that the fight becomes "stalled", as you'd put it.
Is it okay if they are trying to make difference advances and they are all being denied, and zero strikes are taking place for, say, two minutes?
