HDB is top tier in terms of content. AHD is tier below. You could just complement AHD with couple of other good HD trackers, like HDT, M-Team, etc., they are easier to get into. It's better to have them all, though, because sometimes some stuff you might find seeded on one tracker which is not seeded on another or for internals which aren't always being reuploaded elsewhere. But if you mostly watch mainstream movies, you shouldn't bother, PTP + AHD has most of what HDB has to offer. For obscure shit you'll need more.

The only reason transcodes are allowed is because if they werent PU and elite users would be even rarer. They have to allow transcoding or the site would be a shell of what it is now.
Same with w.cd, without transcoding to keep users active and giving them something to work towards (higher userclass) the site wouldn't be anywhere near as big as it is.
I am not trying to say transcoding has no purpose or that it is totally worthless, but the majority of people doing it aren't contributing significantly to the site in terms of actual content. They are just using it as a means to advance in the hierarchy and using number of uploads as a requirement for access to other private trackers is a silly way to gauge a perspective member of your tracker.

None of them has everything and each good tracker has some amount of unique content, HDS is no no exception. I'm not on PrivateHD, but looks like it doesn't have large amounts of content, so you'll definitely should move up to better trackers. HDS, BeyondHD, AHD, HD-T, etc.
