Anything not TAS Joker has been shit really. Ledger didn't portray the Joker, he portrayed a terrorist in clown makeup, he didn't tell any jokes, or make use of the clown gimmick, the real Joker doesn't care about proving anything.

I always like to think they don't use Kenny much because his character can get too dramatic his character development hit a wall within the shows genre so now when they use him they have to actually think about how to do it good

They thought he was a prop and a gimmick joke after a while, to the point where they killed him off to get out of thinking up new deaths for him every week.
Over the years he's gotten a lot of focus and has become pretty fleshed out, though, so I wouldn't say they don't care about him.
Apparently nobody storytimed Aliens vs. Vampirella last week, so we're gonna fix that.

It does great numbers still not just America but worldwide it's actually not a horrible show as a product you get 20 minutes of background noise that could be a lot worse but if you're part of it's fanbase then well like any other fanbase you're cancer for saying something isn't what something is that you think it should be
Can someone just clear this up for me. Is All-New All-Different Marvel doing a New52 where some things pre-reboot are canon or is everything pre-reboot canon to a degree? Or is it too early to tell?

It's not a reboot. Everything pre Secret Wars is still canon, they just used the event to cull their overpacked multiverse and drag some of the characters from the dying worlds over to their main universe.
