I often get IP banned for something I didn't do. Is it because my ISP shares the same IP with other users?

In my school they never told us about isp's recycling IP addresses. However I read on here the other day that some anon gets banned, then unplugs his router and waits then plugs it back in for a new IP. Idk if this is legit or not.
Click Start->Run, type cmd and press Enter. Type ipconfig /release at the prompt window, press Enter, it will release the current IP configuration. Type ipconfig /renew at the prompt window, press Enter, wait for a while, the DHCP server will assign a new IP address for your computer.
