How come in western animation voice acting comes out fine, but when they dub anime besides a few exceptions (Baccano, Bebop, Black Lagoon, Hellsing, Stand Alone Complex, xxxHolic) it usually turns out to be shit.

Well it doesn't always come out fine in the original language either. Some seiyuu are just plain bad at acting, even by jap standards. Although I would say dub actors aren't all great as well.
Because no budget and lines are obviously going to be better in their original language
One of the reasons is that you have more breathing room in western animation. The animators mostly have to adapt to the voice files they get instead of vice versa
