For the sake of this argument, we will only be looking at homicides. Death by suicide and accidental firearm discharge don't count.
In 2013, the rate at which American were victims of homicide by firearms was 3.55 per 100,000 people. In 2010 (sorry Germany doesn't have 2013 statistics, but we can safely assume it's not that different), Germany's rate was 2.0.
From 1980 to 2008, blacks accounted for 52.5% of all US homicides, and whites accounted for 45.3%. Please bear in mind that for homicide statistics, the federal government lumps Hispanics in as white, which actually inflates the white number, as Hispanics commit more than triple their share of federal offenses relative to their population. So in reality, the percentage of homicides in the US committed by people who are actually white is lower.
Now, for all races combined (so this is the entire United States), firearms accounted for 68% of all homicides. Now, the federal government only releases statistics on race and crime, not race and crime relative to firearm usage, so here is where we have to make some assumptions at the cost of reduced accuracy.
We assume that 68% of all black murders used firearms (in reality, it could be higher or lower, and I'd suspect it's slightly lower for reasons I won't get into). This means that 35.7% of all homicides in the United States were committed by blacks with guns.
This would mean that the US gun-homicide rate would drop to 2.3 per 100,000. Now, bear in mind that Hispanics are counted as whites here. I don't think they is any doubt that if we were to also exclude Hispanics, the US gun-homicide rate would drop below 2.3 (and most likely 2.0), making the US a safer place from gun-homicide than Germany.
I must clarify though that I assume the national rate of homicide by firearm (68%) would be constant for all races, because there are simply no statistics available on what percentage of murders by race used firearms. Of course, I would speculate that the disparity between black gun-homicide rates and white gun-homicide rates is a bit smaller in reality due to blacks being more likely to just stab each other to death or bash each other's heads in with bricks.
