That is true. Twilight did say that. But I'm not sure how honest she was being about that. And whether she meant "I literally couldn't stop her because she's more powerful than me" or if it meant "I wouldn't be able to stop her because I would have to use lethal force and it's against my morals". I think she could have kept escalating the magic situation but knew it would just get more and more dangerous for both of them and that she wouldn't be able to just overpower her, only kill her. She knew, one way or another, that the only way she was going to take her in was by talking to her.
