The problem isn't the IVA, but the fact that you need to pay CODEX(DHL contracted private customs company) and their lowest fee is $285, so for a $50 package you need to pay $140 TAX + $285 CODEX fee.
So if you're going to order using DHL make sure the customs declaration is credible at $49.99 or lower value, or order more shit since you're going to have to pay $285 and at $51 custom declaration that means 50% feee.
