Is it just the fans? Any specific beeping noises?
Open the case and turn on your PC. Shouldn't be hard to find the source of the sound(s).
If the sounds only occur under a workload, it might be faulty cooling. From my experience, I had to reapply thermal paste and clean out my heatsink, but if your parts are all new, then it might be software based.
Have you tried booting from a different hard drive? If the sound still occurs, then its a hardware issue. If it doesn't, then it might be an excessive amount of processes running for no reason.

What GPU is the best suited for AMD Athlon X4 860K?
Nvidia is fine and prefered.

Go with 4GB of VRAM because game devs don't care about optimization anymore (or if you like high res textures. Whatever, it's future proofing), and if you have a mobo with SLI support you can get a second copy or the GPU, though I guess that CPU would bottleneck the performance.

I have one of this, an imac 2007, a smart tv lg, a moto x 2013. How can I play snes, gba, games on a big screen (tv) using some usb controllers. The chromecast is connected to a dumb lg tv.
Mirroring is very laggy in miracast with the smart tv. An a little laggy with the chromecast. But still not playable.

I'm going to build my first gaming and personal use PC and I have 2 builds on which I'm stuck on the fence about. I want the build to be "future proof" so that it could run any game for both today and tomorrow on its highest setting. I would like help from more experienced people to help me decide on which one to do and take any constructive comments/criticism. Build A is a little more expensive but has a little bit more going for it than build B. Build B was just to see if I could make a PC handle about the same as build A but for a little cheaper cost....

I'm back. The anon who told you to come here. Still the same things. Get a R9 390(X) it's superior to gtx 970 and if you ever need more power just Crossfire em. Also 8gb of vram helps at higher resolutions if you go there. Should run everything easily. If you want to keep the price a bit lower get a 250gb ssd. Mobos dont really matter just check they have OC for locked chips and you're golden.
