Is it the same color? If it is, the best you can do is add it to the gym, which requires the proper level. Gym level 1 can only have one leader, Gym level 2 can have 2, and so on. You can level it up by continuously fighting it though.

From my experience the footsteps usually represent the amount of circles distance wise that the Pokemon can be found. You know when your trainer pulses out a circle? The largest it gets counts as one circle. One footstep means it's within one circle range. Two means two circles, etc. I haven't narrowed down direction yet, but I know for a fact the radar pulses if you're going the right direction. If you're two footsteps or one footstep away pop an incense if you have one.
