Well, I know what's up with San Fran.
Got back from my 3am drive.
I was going 10mph on country roads catching the fuck out of pidgeys and eevees, then the second I merged onto the highway to head home a Poliwrath showed up in the middle of the road. Against my better judgement I tried to catch it while driving and wasted like 17 balls before it ran away. I was major butthurt.
I turned off the highway into Walmart parking lot, since it's the only place open at 3am and might as well stock up on my hot pockets. Walk in the entrance and boom, CP404 Scyther.

Depends. The more candies something takes to evolve the higher the CP will jump.
PROTIPS INCOMING.
Use a lucky egg then evolve EVERYTHING at once. Evolving gives 500 xp (so, 1000 xp with the egg). I went from level14-15 evolving like 10-11 shit mons. All evolutions give the same exp regardless of the amount of candies needed so don't do caterpie->medapod->butterfree, do caterpie->medapod over and over again.
It's a good idea to save all your stardust until you find something with a decently high base CP (IE around trainer level 12+). However, if you found something rare or you just want to bro out with one of your first homies its OK, they will eventually be JUST as good as anything else you will just have to constantly power them up via stardust.
The best example I can give is
You are level 1 and find a 10 cp Snorlax
You use stardust until it's 200 cp
Jim is level 5 and found a 200 cp Snorlax
Although they are equal power, you wasted some stardust while Jim didn't. However, that's OK as long as you are ok with it, homies are homies.

Guys, what am I doing wrong? I can't find any Pokemon to catch - there is a bunch in the lower right screen, I can select the one closest to me and move around. After a while, I see on the map a spot that pulses white circles but no matter what I do, no Pokemon appears. I am literally standing on the pulsing spot, investigating the area in a few meter radius clicking everywhere and nothing.

yeah basically, past three days i've just been rushing gyms and hitting the shop
if you want my advice, lucky eggs and egg incubators are the only things you need to level up
one for making mass candy, the other for doubling all you evolution exp
every hatched 2km egg gives about 20 candy from what i've seen and hatching 5 at once gives you a ton of shitmon to evolve with a lucky egg

ignore gyms and read the above, level is all that matters, once you hit 15 you start seeing 300-400 cp pokemon everywhere. i was sitting at a lure module i put down and a random ~800 pinsir showed up, had a red circle and ??? cp before i caught it
honestly though gyms are gonna go back and forth constantly for the next couple weeks, i wouldn't worry about them until people start getting bored of the game

The EXP curve gets exponentially higher later on.
Even if you come into the game late you will still be useful if you are good at the battle mini-game, utilize type advantage, and attack gyms with other homies of your faction.
The game inherently limits 1 person from dominating everything since each person can only leave 1 poke at a gym.
