I'm still having trouble getting the game to even work properly.
I have GPS Services on but it won't get my location, and it seems the "cursor" is stuck in the middle of the screen, I can't tap or select anything else, even outside the game (like the back or home buttons, or the drop bar from the top of the screen) unless I lock my phone and open it to my homescreen.
Anyone else getting this issue? I might just wait until it comes out officially in burgerland and see if that fixes it.

I'd evolve them asap. Unless they changed anything from the beta (which is possible, a couple of things are different), there's nothing to gain CP wise, you can always power up the evolved Pokemon later. All evolution lines share the same candy.
Keep in mind that your attacks reroll when you evolve, so just choose the strongest CP Pokemon you have if you have multiple.

How to fix the "GPS signal not found" message? It pops up every time I play. The weird thing is that it still shows local places, but it's still telling me this. I have data enabled and GPS set to high accuracy. This phone is also brand new, so I don't think that it would have problems with location.
