Of course. The games works well as long as you live near interesting sites, museums, landmarks, national parks, sightseeing spots, and many, many other places. I live in Rio de Janeiro (not the tourist-y part) and I have 5 gyms within walking distance, and at least 10 Pokestops.

They're probably still waiting for Nintendo to give them the rest of the server. The amount they have right now is only enough for JP, NZ, and Australia. This is a test to say "it works, please let us do the rest now". Once they can prove that the game can handle being an MMO, Nintendo will give them the rest of the server.
