Well remember that genwun/gentoo IVs are different from Gen 3 onwards. In genwun/too shinies are set by their IVs obviously 1 can't show shininess, so the only way to tell is to calculate IVs or to trade to gen 2. It leads to stupid shit like a 1/64 chance of a shiny if you know how to breed the right mons in gen 2.
In gens 3 onwards, shinies are determined by personality value and OT value. There is absolutely no guarantee that this will remain the same in gen 7 though, it may be changed to allow for the trades from gen 1 to survive the transfer, or all gen 1 pokemon may be locked out from shiny, or it may just be generate a personality value upon transfer, meaning you have the normal chance of getting a shiny through this method.

I've received 6IV shiny legendaries from WT before. I normally just hold them in cold storage, I like to keep an eye on their OT and their IDs for future wonder trade gimcrackery.
Having said that, I know of at least one person who breeds legitimately and throws 6IV mons into WT, and personally I don't wonder trade anything with less than 4IVs and several egg moves.

So let's say you obtain a Petilil with max IVs on 3 on its stats. You can DexNav to get something like Cottonee in Petalburg Woods with a 3-Star potential and breed with your Petilil, or you can trade with someone who has a male Grass egg-group with max IVs in 5 or all stats. You can then breed the offspring Petilil with the same male Grass parent to get the IVs you want onto the next offspring.
If you don't want to trade, I recommend getting a couple of 3-Star potential male Grass egg-group mons and keep breeding them with your Petilil.

Depends on what you're making. Some Salamences like to carry flamethrower to deal with ferrothorns, for example. If you aren't planning on using one type of attack at all though, it really doesn't matter. Ideally if you're not using attack you'd want the attack IV to be 0 to take less damage from foul play and confusion self hits but it's a quite minor difference all told.

Base 115 is pretty fast, but the time it takes to set up an NP is better used on straight-on attacking. I'd consider using a Sub+Plot set, but between that and a third coverage move it what bothers me. That's why I always run a bulky Water-type Pokemon with anything Steel or Ground. Ghost adds on to resist those Bug/Grass mons or anything Psychic, Fighting or Normal. That's always been my strategy. As far as M-Houndoom, Fire is offensive, but Dark is a mix of both on it, but with Ghost in the core, it's hard for me to put it in a spot on any team.

Overcoat with its natural bulk is pretty unique, especially for a Dark type, but it's hard for me to consider the Dark type as a pseudo Ghost.
