There being a war doesn't imply Pearl Harbor. Lt. Surge being involved in some conflict is fairly meaningless given the lack of any nations known to even exist in universe, and definitely does not suggest that there was apparently a war equivalent to WW2.

Japan just attacked the naval base, hoping to weaken America's Pacific fleet long enough to where the Japanese fleet could establish Pacific dominance, while America scrambles, eventually realizing a naval war against Japan is pointless, and then surrendering to the Japanese.
Or at least that was the plan. Unfortunately, Japan forgot airplanes existed, and that American had cities like Detroit that could easily mass produce them.
