Steel Wing sucked balls anyway and is probably what got replaced. He probably wanted a move that's SE against Water types because he learned his lesson from Siebold.
On a more meta reason, maybe they gave his moveset an overhaul and wanted to give Charizard an attack that uses its fists? They chose Dragon Claw, Flamethrower, Steel Wing and Blast burn because they looked visually different from one another. It's like how BW Ash had Slash, Wing Attack, Flamethrower and Dragon Tail since those attacks all use different body parts and look different from one another.
