No, if you want to build a fast deck then you obviously don't build a stall deck and except it to be fast. The entire point of Trevenant is to get it out and active by the end of your first turn and then slowly chip away at your opponent. Shaymin helps you get it out first turn, along with Wally (and the ways to get Wally, e.g. Vs Seeker + Battle Compressor).
If you want a "fast deck" you're going to need to start from scratch.
I'm about to bite the bullet and pay $100 bucks for two Shyamin EX and two Jolteon EX on ebay foor $100 bucks.

Well the fastest decks in the format are NM, Vespiquen/Vileplume, and M Rayquaza. The first runs 3 Shaymin and the others run 4. This is in addition to cards like Trainers Mail and Acro.m Bike. These "fast" decks jizz out their entire deck on the first turn to establish their win conditions immediately.
So yeah, you're correct: more draw cards (like Shaymin) —> faster deck

PTCG is not "cheap." It is expensive. Almost every single competitive deck, bar Greninja, needs AT LEAST 2 Shaymin EX, and a few run 3 and even 4. That's anymore from $80 to $200. Then you need another $40 for VS Seeker. And then you need all your Pokemon, and if they're all EX's it's going to cost you even more money. And you're really fucked if you need 1-2 Jolteon EX.

There are other, more expensive trading card games. Yugioh and MtG are both much more expensive than PTCG. I can't speak much for MtG because I don't play it, but Yugioh can be fucking ridiculous sometimes. And while you can pass around Extra Deck cards, most main decks are completely different. At least when you buy Shaymins and VS Seekers you know you'll use them in every deck you want to build. AND on top of that you never have to worry about a banlist popping up and rendering your $400 Nekroz or Dracopal deck literally unplayable. And $400 is a historical low for Yugioh tier 1 decks.
Also, there are much, much cheaper trading card games. DBZ, for instance, is extremely cheap. I just traded in ONE Shaymin EX that I wasn't using to my LGS and used the store credit to buy an entire DBZ deck.
So, no, Pokemon isn't "cheap," but it is by no means the most expensive trading card game in the world.

All the Double Crisis cards are slightly upgraded 1:1 reprints of the original Team Aqua/Magma cards from third gen. For reference, the Team Magma cards were good enough to place at Worlds back then.

When I redeemed it gav out the Promo Jirachi, Sleeves and 2 Generations packs. It also gave a random pack each for Roaring Skies and Ancient Origins, but i'm certain that was from some sort of promotion or compensation.
