There's no reason why Oshawott shouldn't have the scalchop. Even Gen 1 Pokemon had their defining gimmicks. Farfetch'd had it's leak, Slowbro has that stupid Shellder on it's tail. The only things defining Oshawott as a modern design are the actual way it's drawn. Those stubby feat and hands would have little claws instead of moe stubs, and the neck collar would be ruffled fur instead of perfectly stylized balls.

I don't think Raikou is over-designed personally, just going with the flow of removing everything and making a blob basically.
I will however disagree on that. I don't think the stripes on Arcanine are needed, since it's not a Tiger like Raikou, and even then Raikou is a sabertooth tiger, if I recall they didn't have stripes, they were more akin to like Cougars or Lions. But I could be wrong on that point.
I think the real issue with Raikou's design if any is the white stache/horns thing going on. I think without that the purple wind cape could flow better into the black face mantle.

If I really wanted to stretch it, maybe the bands on Entei's legs are supposed to be his stripe/spot equivalent. It's another fur pattern for animals (even though its mostly just a variant of stripe).

If your attempting to redesign this thing, don't try to remove the 3 black "spot patterns". As they're supposed to resemble "buttons" and came from it's prevolutions "white spots". The spots are a very important design aspect of this line.

Seeing as Dewgong is a solid color, I figured it'd be a good opportunity to change it.
Additionally, the horn is due to it learning Aurora Beam in Gen I. Figured it'd be a halfway decent reason to change the horn up.
The eyes were unnecessary to change from a biological standpoint, but as the Gen I eyes aren't often used anymore, it seemed like an interesting idea.
