There's still one more flaw with that though: The one in your picture has a speed emblem on it, which it may not always have. And there's also no guarantee that it's the same exact puppet that she actually uses, but it seems extremely likely that it is.

You got all the confirmed info but I'd like to add my own speculation to that as well: This is just a guess, but I feel like the stats it boosts are going to change based on your style.
The description of the item itself is extremely open-ended and vague which is a weird decision if it is nothing more than just the attack and speed boost, not to mention that it'd be very underwhelming on defensive / support units which goes against the concept of it seeming to be to ensure that any starter you pick ends up being viable throughout the game.
I would really like to see it switch over to boosting defenses and health for defense style or health and attacks for power etc etc, but this is again just a guess and right now it's 100% offensive-based.

The transfer infosheet just says that puppets with the "met in a special encounter" description or whatever it was have it from the very start. You need it for the white dress costume, and I doubt you'll only ever be able to see that on 1-2 puppets.

Doing everyone in post game, with Suwako being one of the first gave me enough XP to do at least Yuki, that should help you out. Start out with the ones that use SuikaP, it's gimmicky, but you can just alternate barrier option and a boosting move and easily wreck anyone who uses her.

Reimu's actually got a diverse and competent team where the Remi fight is pretty much either it's literally impossible if you don't have the right tools / levels or it's a complete joke if you do.
If you're underleveled / have shit team diversity it's not hard for the Remi puppet to just instantly gib anyone that comes in and you never even get a chance to fight back, but anything that can survive a hit or go faster than her is likely going to oneshot her.

Speed is still often an extremely important stat, especially when the meta of the game is generally just "Kill them before they kill you" right now, but there are many situations where having something that doesn't die in one hit is what you need to get a kill instead of just being faster than them and likewise you'll need a slow but heavy hitter to deal with their tankier units and so on and so forth.
The frog goes speed, Ojou-sama goes power in terms of what's objectively best in a vacuum, but sometimes you gotta make some sub-optimal decisions to round out your team if you're using favorites.
