That was a big ruse, and people were even banned for that. Their "announcement" was supposed to be like 2 months ago. If there is an exploit for 9.9, it'll work for 10.3 as well.
Other than having menuhax which is super convenient if you're a frequent homebrew user, there's not really any advantage of 9.9 over 10.3 if you're gonna have access to homebrew anyway.

No the 3DS doesn't do this. You either don't remember it or someone else updated it for you. Newer cartridges come with newer firmware and force you to update (although you can bypass with regionthree/four/HANS), but even those ask you to.

Not sure if this is the right place or if I should ask elsewhere, but Powersaves seems to work/detect X, Y and Alpha Sapphire perfectly fine, but the moment I try Omega Ruby It just doesn't detect it, and if it somehow manages to it'll either reset to no game inserted or it'll get to the server step (when you try and add a code/whatever to the save.) and just stop/lose it's detection and begin an endless cycle of trying to detect the game but failing to. Is it the game itself? or the powersave or just bad luck?

I had assumed it might've been the usb but X, Y, and Alpha Sapphire all work perfectly with Powersave. It's just weird how it refuses to detect Omega Ruby.I don't know if it's the cartridge of Omega ruby since I legit just bought it new from Target. But given how even when it detects it'll fail/stop during the server part of the application/injection I doubt it's the game itself.
Would it be worth contacting Datel? I mean it's not hugely problematic since Sapphire works with it but kinda disappointing that it's going to nitpick games apparently.
