Technically that's the case but you have to admire how they've been consistent with portrayal if you think about it. Alan not even getting hurt against Ayaka but has some trouble with Louie, Flamethrower only pushing back Blastoise while Dragon Claw knocks it down, Steven no selling Blast Burn while it can hurt E4s, Alan only pushing back Pdon once while Steven did it against Pkyogre at least twice, Mega Houndoom's flamethrower being stronger than Charizard X's flamethrower after flash fire activated while Dragon Claw and Crunch cancel each other out etc.
They've been pretty good at showcasing how strong the trainers are supposed to be with their attacks. Pushbacks, knockdowns, damage taken after battle are consistent at least for the mega special.
