It's funny that you're hating on a scenario we have yet to see how it will play out. Going by the summaries, Frogadier evolves while Kagetomu is battling with Ippei which makes you wonder what triggered the evolution.
My guess is that Frogadier was in awe at how strong Ippei's Greninja is and evolved out of sheer admiration of how strong it could be for Ash if it were also a Greninja. If you think about it, Froakie's personality was that it wanted to become strong alongside it's trainer. Ash-Greninja is literally the epitome of Froakie's wish.

AG started off with a lot of potential at the beginning, and in some cases met it and in other cases squandered it. The Team Magma/Aqua storyline was handled badly. And although I don't really care about this, Ash didn't have a rival at all in AG till the leagues so we don't really see him competing against anyway.
Other than that there was the usual repetitive filler every series has and some weird victories, but it was above average overall. I think AG really just stood out at the time because it came directly after Johto and was the first saga to make all the major changes (new female lead, Ash not getting all the starters, Ash's Pokemon evolving, new clothes for Ash/Brock, the intro of Contests, etc)
Almost everything AG did became a staple for the rest of the anime.
