Some say that these stairs lead to another underwater town, but what if instead, there's an underwater victory road??? IT MAKES SENSE. Sorry I'm too lazy to get the pic of that building in the middle of the ocean relative to the stairs, but the building could easily be the elite four. the stairs seem to point in the direction of this building.
