Overwatch has literally 0 tooltips, WoW has and they say there that windowed and "fullscreen windowed" modes suffer performance loss compared to simple full screen.
Some explanation said, that in fullscreen mode your PC only renders the game while in windowed mode it has to render the desktop or parts of it too.

Because games are max 10 minutes long and a lot of casuals play it. Meaning a lot of people are inclined to not give a fuck and leave if they have something else to do or don't like the match or go afk for a minute.
