Yes. McCree wasn't a founding member. After the Strike Team ended the Omnic Crisis Overwatch was expanded into a world peacekeeping (avengers/justice league) force by the UN, lead by Morrison with Ana second in command. Reyes lead the Overwatch blackops division creatively named Blackwatch.
When McCree was young he was in a gang. The train you see dangling off the rails on the attacker spawn on Route 66 is the last robbery the gang pulled off, Reyes and Blackwatch caught up with them and they arrested McCree. Instead of prison McCree was given the option to work under Reyes in Blackwatch, which he did until Overwatch disbanded.

McCree was never a straight up member of Overwatch. He was originally the leader of the Deadlock Gang and then became part of Blackwatch. When Blackwatch's rogue elements wanted to destroy Overwatch, McCree basically told both sides to fuck off. Then he became a one-man A-Team, which is why that shot up van in front of the Hanamura attack spawn is there.
