Generally speaking anything that you'd identify as a "light source" is controlled by PointLightingIntensity values, so open the Weather window and adjust the corresponding one (Day, Night, InteriorDay etc.)
But remember, the brightness of any given light is based solely on the light itself: they're only as bright or dark as what was dropped in the CK, and PointLighting controls all of those simultaneously. For that reason I don't recommend saving those sorts of settings, lest your point lights become too close to ambient, resulting in a dim, washed out scene.

Torchlight can get pretty bright, especially since a lot of different mods change them to be brighter. Torchlight in general seems pretty fucked outside though, note the pitch black ground. That's just Skyrim being a PoS, it'll do that even with ENB disabled.
But yeah those, like most lights, will be controlled by PointLighting. If you have any mods that modify light, or make nights darker, or stuff like that, it might be exacerbating the intensity of handheld torches.
I noticed your low-hanging fog being pretty bright outside as well, you might want to give this a try: http://www.nexusmods.com/skyrim/mods/61680/?
If you find yourself adjusting PointLightingIntensityExteriorNight, I recommend using Notepad ++ or something similar to batch those changes across all relevant weather .inis (clear, cloudy, overcast etc.)

Duel with 2X damage taken and received. UC hardcore damage is similar. I've used that in the past and prefer it, but this save is married to DUEL because scripts.
Vigor might add a challenge. Try starting at 35-40 to account for Vigor. I have a really powerful unique weapon from Morroloot that only a few of the bosses in chapter one were immune to. That might be a contributing factor.
The way I approached kanji was as a part of sentences on electronic flashcards. That taught me how to reach a whole bunch of them. Then I read Rance. Lots of Rance. Rance is pretty easy to read, really funny, and probably isn't coming west even though Alicesoft is licensing their games to Mangagamer now.
