Torbjorn only seems bad because people are used to playing TF2 engie and that's really not how you play Torbjorn.
Controversial opinion here: Torbjorn is good on defense AND attack. The key is to not let your turret do all the work. Hammering at it like you do in TF2 will just leave you both dead.
You set up the turret on the flank and then go play with your team. Your gun does 70 fucking damage with left click and godly damage with right click. Your turret is just there to keep out Tracer or any other low health heroes who want to harass your tank or dps.
Set up the turret and then pretend you are a shorter Reaper. Theres a reason his ult increases firing speed as well.
Also if you can manage to get a sneaky turret above the last point on attack or somewhere the enemy team is coming though then it makes a great distraction for a push.
Long story short, if someone chooses Torb on attack, just give them a chance. They might surprise you.

And Symmetra's auto aim gun, Torb's turret, Mei's ice , Junkrat... Really the list goes on. Yes good aim will help you a lot in general but many heroes are very forgiving if your aim isn't great. You have to realize that, yeah, in many FPS games Soldier would have a low skill cap. In this game? Sadly, or not depending on how you see it, he tends to be higher up on the list especially because a lot of this game's playerbase has <50% accuracy with him. The cap is low in general. Think in relative terms.

Oh yeah, and knowing when to fold 'em. Almost everyone counters Winston in one way or another. He's literally a tanky nuisance: Reinhardt outdamages him and Winston doesn't do jack shit to armor, Torb's turrets can do some significant damage to him before going down if he's the only one hitting them (not to mention he'll probably die if Torb is actually with his turret and defending it), Mercy and Lucio can outpace him, etc.
Long story short, if the enemy team is communicating, there isn't much a Winston can do, since Winston is very weak to being focused despite being a distraction hero.
