Actually all things considered blizzard have done a shit ton. They fixed widow and mccree on PC while fixing torb (although there were better ways to go about it) for console players. They are looking into heroes that are hardly played like D.Va to see if there's anything they need to do to fix them. At the same time they've been pretty vocal about what they intend to do in the near future regarding fixing competitive.
They've literally communicated with the overwatch scene more since release than valve has done with CSGO in years.

It's definitely the hardest ult in the game to use to its maximum potential. That said it's actually fine to stick the characters that will survive it because you'll net more kills on their team mates due to them running in the same direction than if you just dropped it on the ground. Also even if you only hit the tank that can survive it it's still fine because assuming you're not getting cockblocked by a zarya you'll still damage them a shit ton and turn them into paper that you can finish off with your pistols.

Not all characters have 600 health though, most are a lot less, and nobody other than Rein has a 2k shield. For pretty much everyone else the shield is part of their health.
Plus the Engie's turret doesn't instantly snap to a player and shoot immediately. It has to turn.

Sorta, it gives her an advantage against stupid bastions and maybe a torb but that's about it. Like you mentioned, its super easy to whiff her ult, and none of the people you can lob it on easily will die to it. Throwing it on a Reinhardt can get kills if his team is hugging him and isn't paying attention, but the giant "AVOID THIS" popup is pretty obvious.
It really doesn't make sense for Tracer to have an ult like that either, she's a test pilot that is randomly blinking in and out of time. Why does she have a bomb as an ult and not like a time stopping field?

Torb just requires zero thought and because his turret is easy and fast to set up and his scrap isn't necessary to keep it going it's really easy to just rebuild.
