A step by step guide on how to play Junkrat
By me
Professional level Junkrat player
Step 1. Hold down Left Mouse button, at no point during the game should you stop holding down left mouse button
Step 2. Just throw traps everywhere, doesn't matter where it has 0 arm time so just throw it at people if you want for the free 85 damage and 3 second stun/snare
Step 3. Just throw your shift bomb in peoples faces. No arm time means you can detonate it instantly for a free 120 ish damage and the CD is low enough that you honestly don't even need to hit any of your left click bombs to kill people since you can just repeatedly throw shift bombs at them
Step 4. Use your ult on CD. One of the lowest CD ults in the game so no reason to not just spam it even to pick off on person. Note: you should still be holding down left click while piloting the tire

Zenyatta doesn't have better DPS. He also has shittier per-shot damage - 45 to Hanzo's 130.
The actual character you play over Hanzo is Junkrat, the character with 120-damage bombs that fire in much lower delays than Hanzo arrows, bounce around and act as landmines, etc.

My point is and always has been that the system was designed with this in mind, it knows it's an uphill battle for the "better" player. He either has exceptional luck or ability and wins some more, or he falls behind, thus enforcing a certain win rate. You will not always win and you will not always lose.
Some teams are so unfathomably bad, it cannot possibly be because you didn't get that 4th or 5th gold medal on the win you just had, or whatever the fuck else. It's because the game is enforcing a particular rating so that all players are challenged by all players. Regardless of personal ability.

B is literally "pick Mercy, Junkrat, Widowmaker and fill the rest with tanky bastards" and you can't win unless your team is incredibly coordinated and lucky with the push.
