Healing and instant damage ultimates are both way too meta shaping right now. They are so ingrained lots of people don't even question their presence.
They detract from the game though in my opinion. The only good direct damage ults right now are Tracer sticky (since its not super reliable, so you have to earn it) and Hanzo (10/10 ult design, everyone should have had this pattern)

Roadhog is too offensive and can't pick people off, plus he's just a damage sponge for the enemy to build their ultimate with.
D.Va's and Winston are more disruptive tanks that can get in enemy backlines or distract them.
I honestly don't get the point of Mei, she's supposed to be deadly at close range but also has long range comparable to Widow, she has area denial like Bastion, but unlike Bastion she needs literally no time to start it up, and she can literally just decide at any time to stop playing the game, while also gaining her health back. It's fucking nonsense, how did this happen? She needs to be completely overhauled.

The decrease in HP would have meant that flankers could prey on her, and Torby would also have been a sort of counter since he could armor up people to survive even a headshot.

S:76 v. Pharah is a 6-4 matchup in S:76's favor at worst. He can give her trouble, but its not a foregone conclusion because she can give him trouble too if you got talespin aim, because her ttk isn't significantly slower than his.
To shut down Pharah you need multiple hitscan heroes. This was the rule when people ran double McCree or McCree/Widowmaker. Even then you saw Pharah picked on Pharah friendly sections of maps (first and second stage of King's row, second stage of Hollywood)
